Emergency services have been seen at the scene.
The road is reported to still be blocked at 1pm.
Rachel Peppiatt, owner of the West Lea Farm Shop, said that she was told that emergency workers are still waiting for a tree surgeon to arrive and clear the tree from the road.
She said: "It is very frustrating.
"We are still open, and people have been able to make it to us by using a detour, but it is impacting our business today."
New Alresford Town Council has been approached for comment.
