SOUTH Downs planners have permitted a controversial scheme for 22 holiday lodges near a Meon Valley village.
Applicant Mr R Seacombe's scheme includes an on-site manager's lodge, facilities/reception building, spa and car parking, on the site of the former Upland Park Hotel, Garrison Hill, Droxford.
Despite concerns over its waste treatment plant, it was permitted by the South Downs National Park's planning committee on Thursday, June 13, with seven votes for and one against.
Originally built in the 1930s the hotel closed its doors in 2012. Planning permission was granted in 2017 for 22 holiday lodges at the site, but this has expired. The new plan was submitted by a different applicant. The hotel burnt down in October 2020.
The scheme was recommended for permission, however it will have to be refused if matters relating to water neutrality have not been resolved, or the legal agreement is not completed within six months of the planning meeting.

The development has received an objection from Droxford Parish Council as well as 11 from members of the public and one neutral comment.
Winchester city councillor and Droxford resident Danny Lee spoke in objection. He said: “Our wildlife and ecosystems are already under stress. The River Meon suffers from poor chemical status.
“The foul sewer treatment needs to be at the furthest point from the River Meon. We need to make sure no inadequately treated water enters the river under any circumstances. There needs to be a complete suite of the most stringent conditions.”
Adam Faulkner, of Mill Lane, Droxford, said: “I don't believe the current wastewater system proposed is sufficient, therefore I object to the current application. The treatment plant is very close to the river and has not been moved, as suggested by committee members.”
Janet Melson, chairman of Droxford Parish Council, told the committee that the River Meon is worth protecting as it's one of around 250 chalk streams in the world.
David Barker spoke on behalf of the applicant. He said: “We have made changes to the proposals which have been supported by the statutory consultees. We hope this provides more reassurance and protection of the River Meon. The holiday lodges have been designed to be unintrusive.
“Extensive planting will be carried out around the site. We hope you can support this.”
Despite some concerns, the committee was in favour of the development. It was permitted with seven votes for and one against.
