Further to Bill Leadbetter's letter about parking permits being taken over by Hampshire County Council (actually a contractor on behalf of HCC), you will need to apply for a permit online. 

So, you will need: Access to a computer, access to the internet, probably access to a telephone (I had to ring because the system could not find my address! Why?), access to a scanner (you have to send them a copy of your council tax bill), lots of time and endless patience!

If you buy a visitor permit, you will have to change to vehicle registration online each time it is used.
So good luck. Obviously a move in the right direction ... NOT!
