I write to express my concern over the last minute decision by the Lib Dem Cabinet to cancel the upcoming full Winchester City Council meeting, scheduled for July 13, without engaging in any discussion with leaders from other political groups.

This unilateral action has created a democratic deficit, undermining the principles of transparency, accountability, and inclusive governance.

The cancellation of this full council meeting deprives all councillors, regardless of their political affiliation, the important opportunity to ask questions, table motions, and engage in meaningful dialogue. This decision not only silences the voices of elected representatives but also disregards the valuable input and concerns of the public who would have had the chance to express their views during the meeting. Such a move erodes the democratic processes that should be the cornerstone of our municipal year.

It is disheartening to experience the lack of inclusivity and respect for the participation of all residents and councillors in the decision-making process. Open dialogue and engagement are essential to support a strong sense of community and ensure that the interests and concerns of the district’s population are duly considered.

I had intended to ask the following question at the council meeting: "The Bushfield Camp proposals have a tight timeline proposing work starts on the site in 2025. Does the council's cabinet have the evidence to support the local economic need for the university knowledge park and hotel on this site? It is important to properly evaluate this evidence before the council grants permission to build what could become a white elephant on a cherished open space."

This question reflects the need for transparency and evidence-based decision-making by the council regarding significant projects that can impact our community. Without the opportunity for open debate and scrutiny, the decision-making process risks becoming opaque and detached from the concerns of Winchester residents.

In the spirit of upholding the principles of democracy, I urge the Lib Dem Cabinet to reconsider their decision and reinstate the full Winchester City Council meeting on the originally scheduled date.

Cllr Jan Warwick,
Badger Farm and Oliver’s Battery Ward Councillor,
Hursley,
Winchester
