A CHRONIC offender has been banned from parts of Winchester city centre.

Kell Andrews, 42, of Hyde Gate, Hyde, has a string of offences mainly for shoplifting from city centre shops.

The police yesterday obtained a criminal behaviour order which restricts Andrews's freedom.

He is banned from entering the High Street, the Brooks Centre, Sainsbury's on Middle Brook Street and Sainsbury's at Badger Farm.

If Andrews fails to abide by the order, he is liable to arrest and could be jailed.

In a Facebook post the police said: "Officers in Winchester continue to work tirelessly in attempts to make it difficult for our more prolific offenders from committing crime.

"Criminal Behaviour Orders, which replaced ASBOs, are orders imposed by the court which restrict where an individual can go, who they may associate with and what activities they can take part in. Breaching said order is a criminal offence and can lead to a prison sentence.

"Andrews is a prolific offender in Winchester who has had a detrimental impact on the livelihoods of residents and businesses.

"Winchester City Neighbourhood Policing Team have worked alongside colleagues on Response & Patrol and the Criminal Investigation Department to achieve a number of convictions against Andrews for offences including theft, burglary and assault. He is currently serving a prison sentence for a burglary in March.

"Officers from Winchester City NPT have worked alongside our partners at Winchester BID and Winchester City Council to ensure that something is done to put a stop to his behaviour.

"We hope that this CBO will reassure the local community of our commitment to build a bigger picture of offending and seek a route to tackling criminal and anti-social behaviour in our area. This is one of a number of orders the team have achieved over the past few months."

Criminals are targeting a small number of shops including Boots, Tesco and Sainsbury's and regularly appears before magistrates in Basingstoke.

It is the second CBO in recent weeks after one was issued against Christopher Taylor, 35, of no fixed abode.

Taylor has been involved in repeated criminal behaviour in Winchester city centre, with 33 convictions for 65 offences including theft, burglary, public order, and criminal damage.
