A NEW house in Lockerley will not be built after the plans were again refused by councillors. 

The scheme was for a four bedroom house in Butts Green.

Test Valley Borough Council's southern area planning committee refused a similar proposal in September last year.

They refused the new plan for the same reasons. This was due to it overbearing on surrounding properties.

Despite the applicant reducing the height of the previous proposal, the committee still had concerns.

Speaking at the meeting on January 31, chairman of Lockerley Parish Council Susan Kent said: “We urge you to refuse this due to its overbearing impact. The redesigns are not satisfactory. It's unacceptable to the parishioners. 

“The residents are so cross that they want to develop their own neighbourhood plan. They feel it's a blot on the landscape. It would be suitable in a more built-up area, not in a village like ours.”

Objector Heather Kirk said: "The proximity is too close to the surrounding properties. No local residents support this." 

The applicant's agent Ian Donohue said: “This scheme addresses the previous reasons for refusal. I urge you to support this.”

Cllr Alison Johnston said: “We're well versed with this. In my view, the amendments don't address the shortcoming of the preview application. I feel there is still a sense of enclosure. I will not be supporting this.”

Cllr Ian Jeffrey said: “I still don't like it. It's overbearing, so I won't be voting in support of this.”

Cllr Celia Dowden said: “There have been significant attempts to improve it since our previous objection. But the structure still dominates the short garden.”

The committee voted against the plan, with eight against, two for and two abstaining.
