A NEW house in Lockerley will not be built after the plans were refused by councillors.
The application, submitted by Mr Blackledge, was for a four bedroom house with sewage treatment plant and associated soft and hard landscaping.
This was at Erlcombe in Butts Green.
The plan was refused by Test Valley Borough Council's southern area planning committee, on September 20, as they thought it was overbearing and out of character with the area.
The planning officer said: “Notwithstanding the amendments undertaken, including the repositioning of the proposed dwelling and the alterations to red clay tiles and a hipped roof form, the proposed development would still, by virtue of the proximity of the blank, two storey gable end of the proposed dwelling in relation to the relatively short rear garden of 'Bowmans', result in an unacceptable feeling of enclosure that would have an overbearing impact to occupiers of that property.
“The proposed development by means of its nature, location and scale could have likely significant effects upon the nearby Solent and Southampton Water European Designated Site which is designated for its conservation importance.
“The site lies within close proximity to the New Forest SPA which is designated for its conservation importance.”
Lockerley Parish Council sent an objection to the council. It said: “The proposed dwelling is overbearing, the proposed dwelling will still be overlooked by the many windows of the adjoining properties.
“Loss of amenity due to negative impact on outlook, noise and light from vehicle movements; moving bins, smell from bins and loss of light to garden are all unacceptable.
“The resulting junction is too close to both a primary school and a known dangerous junction at the garage.
“The proposed development constitutes over development and in no way reflects the character of the area.”
There were objecting six letters in total from various addresses submitted prior to the meeting.
