The burger restaurant in Stockbridge Road will offer burgers, sides and shakes.
Burpin Ron's got the name after Nordine and his team had a brainstorming session, with the Winchester 'legend' becoming the right fit for the restaurant.
Mr Purse was known as the 'Burping Man' who would push his decorated pram around during the annual Hat Fair and at Christmas.
Nordine, 36, grew up in Winchester, where he had fond memories of Ron Purse, attended King's School and later Peter Symonds College, where he went on to start up chauffeur company, Amlyn Chauffeurs.
He said: "We were brainstorming ideas and right away we said 'Burpin Ron's', and that's how it started. We didn't even come up with any other names.
"I remember Ron very well growing up. He was always going around Winchester with his pushchair. He was one of those characters. You were sure to see him if you went to town. He was part of the furniture of Winchester."
The burger joint is open for collection and delivery only, with 10 vacancies being added to Winchester job market.

Nordine said: "There aren't any other burger restaurants in Winchester that hit the spot. We're using locally sourced ingredients. It's all about good, quality food that we want to provide, because Winchester is just missing a good burger joint with great sides.
"There is a lack of choice around Winchester. There's nothing specific for burgers with good quality, personally, so we thought, if we're going to do it, we're going to do it properly.
"We're all about quality. We have gone to three or four suppliers for the burgers and tested each one to make sure the levels are correct for each burger. We have tested everything to make sure they are the best for us. Even the vegetables are locally sourced."
