SIR: I refer to the letter in your pages of February 11 from Cllr Gwynne regarding Test Valley Borough Council's Climate Emergency Action Plan, which apparently falls below par compared to other councils, according to a report from an “outside body”.
Firstly, I would observe that climate change is a supra-national problem and cannot be determined by county, borough or parish councils, who have more local issues to solve for their residents.

Even our national efforts will have little effect against the major polluters such as China and India, apart from making some feel virtuous.
Perhaps Cllr Gwynne could be a little less reticent and name the “outside body” to which he refers, so that we may all read the report and decide for ourselves whether it is more interested in climate change or politics.
