WINCHESTER councillors have refused proposals to build a detached house in a back garden (October 17), because of concerns about the effect on local character.

The proposal outlined a four-bed detached property and separate garage, with access from Harestock Road, to be built overlooking Lovett Walk.

But the planning committee rejected the proposal after hearing similar schemes locally had been turned down.

The council’s main concern was that trees, currently protected by preservation orders, would need to be trimmed or felled and that this would be “detrimental to the character of the neighbourhood”.

Cllr David McLean said: “The principle is accepted as it’s within the boundary, but we have to weigh up the impact on the trees.”
