John Higgins, former Lib Dem city councillor for St John and All Saints
FORMER Winchester city councillor John Higgins has won planning permission to develop part of his property.
Mr Higgins, who represented the St John and All Saints ward for the Liberal Democrats until last year, applied to knock down a dilapidated garage and build two two-bedroom semi-detached homes in St Leonards Road, Highcliffe.
City council planning officers approved the scheme under delegated powers.
