Hampshire Minerals and Waste Plan
Hampshire County Council, in partnership with Southampton and Portsmouth City Councils and the New Forest and South Downs National Park Authorities, have published a Schedule of draft modifications to the Submission Plan for comment on their soundness. Subject matter and area covered: Following consultation on the 'soundness' of the Hampshire Minerals and Waste Plan which took place during November and December 2011 the submission version (the Submission Plan) was submitted to the Planning Inspectorate on 29 February 2012. The Planning Inspector appointed to undertake the examination was Mr Andrew S Freeman and the public examination took place between 6-15 June this year.
On 15 June 2012 the public hearing was adjourned to enable the Hampshire Authorities to prepare a schedule of draft changes to the Submission Plan. These changes arose from the need to comply with new national policy (the National Planning Policy Framework), new information which was tabled for the Hearing and where the Inspector considered that certain elements of the plan should be reviewed by the Hampshire Authorities to ensure that it is sound - that is justified, effective, consistent with National Policy and positively prepared. Responses must be limited to the proposed changes only; the remainder of the plan has already been subject to previous public consultation and subsequent public examination. There are two types of modifications. 'Main modifications' are intended to address soundness matters. 'Additional modifications' concern significant and minor matters. It is the main modifications that will be the focus of the Inspector's attention.
The schedule of draft changes to the Submission Plan, response form and additional evidence base documents, are available to view on the County Council's website at http://consult.hants.gov.uk
Documents are also available for inspection from 22nd October Mon - Fri, 9am -5pm at:

Southampton City Council offices, Civic Centre, Southampton
Portsmouth City Council offices, Civic Offices, Guildhall Square, Portsmouth
New Forest National Park offices, Lymington Town Hall, Avenue Road, Lymington
South Downs National Park offices, Hatton House, Bepton Road, Midhurst
An electronic copy of the schedule of draft changes to the Submission Plan, are also available for inspection in static public libraries throughout Hampshire during their normal opening hours. This includes libraries and other neighbourhood Council offices (as appropriate) in Southampton and Portsmouth.
